Officers/SENIOR LEADERSHIP
LaFonda Heidel
Executive Director and CEO
LaFonda Heidel serves as Executive Director and Chief Executive Officer of Kids Incorporated of the Big Bend, where she provides strategic leadership for the organization’s programs, operations, community partnerships, and continued growth throughout the Big Bend region. She has been part of the Kids Incorporated team since 2004 and has served in a variety of roles during her tenure, giving her a deep understanding of the organization, its programs, and the children and families it serves. She has led the organization as CEO since 2018.
LaFonda holds a Bachelor of Arts in Human Resources Management from Saint Leo University and a Master of Business Administration with a concentration in Project Management. Her professional experience, combined with more than two decades of service to Kids Incorporated, has shaped a leadership approach centered on strong relationships, organizational excellence, and meaningful community impact.
She is actively involved in the Tallahassee community and serves on several nonprofit and civic boards, including United Partners for Human Services and the Florida Head Start Association. She is a graduate of Leadership Tallahassee Class 39, serves as a board member of the Capital City Kiwanis Club, and is President of the Alpha Upsilon Zeta Chapter of Zeta Phi Beta Sorority, Inc. She also volunteers with Meals on Wheels through Elder Care Services. In 2026, LaFonda was recognized by the Tallahassee Democrat as one of its 25 Women You Need to Know.
Community service and creating positive outcomes for children and families are central to LaFonda’s leadership and have guided her career for more than 20 years. Her commitment to Kids Incorporated reflects both her passion for early childhood services and her belief in strengthening families and communities through meaningful support and opportunity.
Outside of work, LaFonda enjoys spending time with her family, traveling, and volunteering.
Anita Bushnyakova
Chief Financial Officer
Anita Bushnyakova serves as Kids Incorporated of the Big Bend’s outsourced Chief Financial Officer, providing financial leadership, strategic guidance, and oversight of the organization’s accounting and financial operations. She joined Kids Incorporated in June 2021 as Chief Financial Officer and transitioned to an outsourced CFO role in September 2026, allowing her to continue providing financial leadership and continuity to the organization.
Anita holds a Bachelor of Science in International Affairs and a Master in Public Administration with concentration in Nonprofit Management from Florida State University and has completed additional upper-level accounting coursework through Upper Iowa University. She also holds an Advanced International Certificate of Education Diploma from the University of Cambridge where she was awarded with the Outstanding Cambridge Learner Award.
Anita has been actively involved in the community and has served on several nonprofit boards related to children’s issues, community enrichment, emerging technology and advancing opportunities and earnings for women. She is currently a board member of the Tallahassee Symphony Orchestra, a Guardian ad Litem court-appointed child advocate and a member of the Florida Head Start Association Federal and State Advocacy Committee.
She is a graduate of Leadership Tallahassee Class 40 and was named one of the 25 Women You Need to Know by the Tallahassee Democrat in 2024 and recognized as a Future 5 Honoree by Access Tallahassee.
Originally from Sofia, Bulgaria, Anita speaks several languages and relocated to the United States in 2005. In her spare time, she enjoys traveling and spending time with friends and family.
Brittany Russ

Brittany is a graduate of Columbia Southern University with a Bachelor of Science in Criminal Justice Administration as well as a Master of Business Administration in Human Resources Management. She is a veteran of the United States Army and proudly served our country for 12 years. With over 15 years of experience in customer service and human resources both in and out of the military, she began her role in Human Resources with Kids Incorporated in May 2019. This role has allowed her to build a strong rapport with the staff in all three counties by cultivating an environment of cohesiveness, accountability, and trust. She was promoted to COO in March 2024 as Kids Incorporated continues to expand its footprint in the Big Bend community. Brittany’s drive to serve others and passion to help people step into their purpose, is what motivates her in her career. When she is not working, Brittany is spending time with her family, dogs, and venturing to different restaurants being a foodie.
Kathy Moyer
Chief Program Officer
Kathy is a graduate of Florida State University with a Bachelor of Science in Early Childhood Education. She has worked in her chosen field since 1982, joining Kids Incorporated in February 1992. As Chief Program Officer, Kathy provides leadership and oversight to our Kids Incorporated site managers and content area teams. She ensures high quality, developmentally appropriate education, child assessments, professional development, family, health and safety services for each center and home-based program. She works with her team to provide oversight in monitoring and tracking outcomes to meet and exceed the goals and standards for Early Head Start Performance, APPLE Accreditation Standards, Florida Learning Development Standards, School Readiness Goals, Classroom Assessment Scoring System (CLASS) and Dept. of Children and Families State Regulations. Kathy finds her passion in laying the foundation for our children, their families and our Kids Incorporated staff to succeed. When she’s not working, Kathy enjoys spending time with her family.
